Sindh Cabinet Proposes Key Local Government Law Amendments to Improve Service Delivery

KARACHI: The Sindh cabinet has formed a ministerial committee to review proposed amendments to the Sindh Local Government Act, 2013, aimed at improving institutional efficiency, accountability, continuity of elected councils and municipal service delivery.

The decision was taken at a cabinet meeting chaired by Sindh Chief Minister Syed Murad Ali Shah and attended by provincial ministers, advisers, special assistants, the chief secretary and senior officials.

Under the proposed amendments, the process for local government elections would begin 120 days before the expiry of a council’s term.

Another proposed amendment would allow outgoing mayors or chairmen of district and town corporations to continue serving as administrators if local government elections are delayed.

The amendments also propose requiring a two-thirds majority for a vote of no-confidence against union council and union committee chairmen and vice-chairmen. The deputy mayor or vice-chairman would also be assigned the role of convenor.

The proposed package includes mapping of public-service infrastructure, designating the chief executive of Karachi and future metropolitan corporations as Metropolitan Commissioner, and establishing Reconciliation Forums at Union, Town and Municipal Committee levels to facilitate the amicable resolution of community disputes.

The cabinet also approved a comprehensive survey and digital mapping of Katcha land across Sindh at an estimated cost of Rs705 million, a support package for small wheat growers, an extension of tax and registration incentives for electric vehicles until 2028, and several measures to strengthen wheat reserves.

Chief Minister Murad Ali Shah constituted a subcommittee comprising Sharjeel Memon, Nasir Shah, Saeed Ghani, Ziaul Hassan Lanjar, Jam Khan Shoro, Adviser Najmi Alam and Special Assistant Saleem Baloch to review the proposed amendments and submit recommendations before the package is referred to the Sindh Assembly.
